In a time of decreasing resources and duplication of services in communities, many funders require agencies to establish and maintain community-planning partnerships. Patient care programs for those with HIV requires the establishment of community planning councils or consortia that reflect in its composition the demographics of the population of individuals with HIV disease as well as private and public organizations and professionals. Additionally, the Centers for Disease and Prevention require that community partnerships be established for the planning of community HIV prevention programs. A case study will be presented and analyzed of a statewide community-planning group that includes representation from the 14 regional areas. A review of what caused this group to be ineffective will be presented, as well as what turned it around into an effective planning partnership! Structural and process elements of effective partnerships will be shared and discussed from the presenter’s own research as it relates to the case study. A comprehensive planning process will describe how the partnership contributed to its own effectiveness and the success of a comprehensive statewide plan! Lessons and ideas will be shared that will enable the participant to develop a plan to help a community planning partnership be effective in achieving its mission, thus assuring the best possible care for clients!
