GAVI assistance with immunization programs in developing countries takes an innovative performance-based approach that is specifically time limited. This paper analyzes the performance indicators submitted by 13 GAVI-assisted countries in their Financial Sustainability Plans (FSPs).
GAVI requires beneficiary countries to submit FSPs after receiving two years of support. The first 13 countries submitted FSPs in November 2002. The remaining more than 50 GAVI beneficiary countries will submit their FSPs in the coming years. The FSPs projected the costs of improving the immunization programs (e.g., increased coverage and new vaccines and technologies) and potential sources of funding, with particular focus on the period following the end of GAVI assistance.
To fill projected funding gaps, the countries propose strategies to (1) mobilize additional domestic and supplementary external resources, (2) improve the reliability of resource availability, and (3) increase efficiency. The countries also propose methods and indicators to monitor and evaluate their progress in implementing the strategies.
This paper focuses on the use of indicators in the FSPs. GAVI Guidelines for FSPs suggested a list of 23 indicators, categorized by different dimensions of financial sustainability. The submissions contain a mixed bag of indicators, drawing on the suggested list, but also adding many others. This paper catalogs, categorizes, and analyzes the indicators used in the 13 FSPs. It then makes recommendations to GAVI on how to improve the guidance and training of countries concerning the choice and use of indicators for the preparation of future rounds of FSPs.
