This presentation will show an improved model to supervise post-abortion care services that will be field tested during 2003 in three countries: Bolivia, Guatemala and Mexico. The supervision model aims to include best practices of organizations working in this field. A preliminary workshop was held in Guatemala City on December 3-7, 2002 to evaluate existing supervision models and to select best practices. Various tools were used to guide the workshop toward the goal of drafting a preliminary instrument to be field tested. These include Ipas’s EvalAPA and other PAC monitoring and supervision instruments that have been used in various contexts, the Quality of Care Framework for PAC, and a conceptual model for evaluating he quality of care of health care services based on the three major components of structure, process, and results. The new expanded and updated model of PAC, with its 5 elements, was used to guide the development of the supervision guide. As such, the project will be the first attempt to supervise, monitor, and evaluate the elements of a) community and service provider partnerships and b) counselling, along with the other three components that have been used over the years. An additional feature of the supervision model is that it aims, not only to evaluate PAC services at a given hospital or clinic, but also to evaluate and monitor progress in the implementation of a PAC program at a regional and even at a national level.
