Since 2001, PHLI has enrolled teams of leaders in a curriculum designed to improve their skills, perspectives, practice, and teamwork. Teams of senior leaders from federal agencies and state and local health departments enroll, and are encouraged to bring partners from community agencies such as a major hospital or not-for-profit organization. A comprehensive evaluation has found that leaders find the curriculum and team project helpful in building teams, perspective, and skill in agency and community leadership. Important leadership practice changes have been reported. This study will also explain leadership development program evaluation methods in use and provide a bibliography of the same, an evaluation arena in need of theoretical and methodological development.
