The federal government chose Santa Clara County as one of six sites across the nation to launch the Green Book Project to provide effective interventions in cases where families suffer from both intimate partner violence and child maltreatment. Historically, intimate partner violence and child maltreatment were considered as two separate problems but researchers discovered that between 30%-60% of the children of domestic violence victims were also abused (National Research Council, 1993).

Santa Clara County developed six projects to meet their Green Book outcomes: 1. Developing advocates for victims; 2. Cross-training personnel; 3. Batterer accountability and services; 4. Multidisciplinary team first-responses; 5. Changing agency policy and worker practice; and 6. The courts.

Applied Survey Research (ASR) is evaluating activities of each of the six projects including an evaluation of: 1. Cross-training of personnel. Findings will be used to develop new protocols for workers; 2. The most lethal cases of intimate partner violence, services offered, and client outcomes; 3. Case record abstractions of 150 open child maltreatment cases for co-occurrence, service referrals, and worker practices; 4. A survey of direct service workers including child welfare workers, domestic violence advocates and court personnel; 5. Secondary data regarding county rates of child abuse reports, substantiated child abuse, removal of children from the home, intimate partner violence, arrests, and completion of batterer treatment programs. Data will be available by June 2003.

Learning Objectives:

• How to work across systems such as domestic violence advocacy organizations, law enforcement, child welfare services and the courts-systems that have been historically separate.
• How to develop common goals among groups that have disparate interests.
• Common roadblocks to collaboration and systems change.
• Present survey data about: the degree of co-occurrence of intimate partner violence and child maltreatment, victim’s experiences, batterer experiences, worker knowledge and training.
