Financial impact of new vaccine introduction in Uganda

Purpose: The Government of Uganda received funding from the Global Alliance for Vaccines and Immunisations in 2001 to introduce the new DPT-Hepatitis B-Hib vaccine into the routine immunisations programme in Uganda. At the end of the 5 year funding period, the Government of Uganda is expected to mobilize domestic and supplemental external funding to finance the national immunizations program. The Partners for Health Reform plus project provided technical assistance in costing the current immunization program and projecting future immunization expenditures. Methods: The costing of the immunization program includes program specific expenditures, that is, expenditures that are necessary for the immunisation programme to operate. Program specific expenditures from both government and donor sources were included. Results and policy implications: Prior to the introduction of the new vaccine, Uganda spent $4,642,912 in fiscal year 2000/01 on its routine immunization program, 75% of which was funded by the government of Uganda. It is projected that during the first full year (2002/03) of utilizing the new DPT-Hepatitis B-Hib combination vaccine (at a cost of $3.45 per dose), the routine immunisation program will cost $16,131,502, of which 44% will be attributed to the cost of the new vaccine. At the end of the GAVI funding, Uganda will be expected to mobilize $23,380,192 to continue including the DPT-Hepatitis B-Hib vaccine combination in the routine EPI. If the Government of Uganda continues to use the DPT-Hepatitis B-Hib vaccine at the end of GAVI funding, it will need to mobilize significant additional domestic and external resources.
