Core Competencies: Answering the 5 W's
In April 2001, the Council on Linkages Between Academia and Public Health Practice’s 15 member organizations finalized and endorsed a consensus set of core competencies for public health professionals. Since their inception, the core competencies have been used to varying degrees by public health agencies and organizations to conduct workforce needs assessments, develop competency-based curricula and to evaluate the effectiveness of MPH programs in preparing students for practice. The need for competency-based workforce development efforts is widely known. However, many in the field are still unclear about: 1) how the competencies should be used; 2) what is/are the incentives for integrating the competencies into workforce development efforts; and 3) what organizations, if any, fund these efforts. There has also been some confusion about how the competencies can be used for workforce preparedness and how they relate to the National Public Health Performance Standards Program (NPHPSP) and other sets of discipline-specific competencies. This session will highlight practical examples of current and potential uses of the core competencies and nominate potential models for use. The session will give you the opportunity to gain insight into perspectives and initiatives of major funding organizations supporting the use of the core competencies for workforce development. In addition, this session will discuss ways in which the core competencies relate to the NPHPSP, workforce preparedness and discipline specific competencies. The session will wrap up with a group dialogue about the audience’s experiences using the competencies including a question and answer period with session panelists. Learning Objectives: 1. Describe how core competencies for public health professionals have been used by public health agencies and organizations such as HRSA's Public Health Training Centers and CDC's Centers for Public Health Preparedness to guide and improve workforce development programs. 2. Gain insight into perspectives and initiatives of major funding organizations supporting the use of the core competencies for workforce development. 3. Articulate how the core competencies relate to NPHPSP, workforce preparedness and discipline specific competencies. 4. Discuss oportunities to use the competencies for improved workforce performance and capacity building efforts.
