Illinois: A state-local partnership for community planning

An example of a state-local health department partnership in Illinois to conduct community health assessment and planning will be presented. As a product of statewide public health strategic planning process, the Illinois Project for Local Assessment of Needs (IPLAN) was created in 1993, requiring local public health jurisdictions to periodically conduct participatory community health assessment and planning processes using the APEXPH model. Community level health data were standardized by the state and technical assistance provided. The program has been successful as a requirement for state certification of local health departments in Illinois and as a way to empower local communities to develop health priorities and coordinate collective action to improve community health. The evolution of the IPLAN program will be described as the state and local partnership explores ways to broaden the menu of assessment and planning models to encompass the more comprehensive Mobilizing Action through Planning and Partnerships (MAPP) process now available.
