Eligible Metropolitan Areas that receive funding for HIV/AIDS services from the Ryan White CARE Act are mandated to document need through triennial comprehensive needs assessments. For many such communities, though rich data has been gathered, it is analyzed only in the context of the federal requirements, despite the need for other data such as support information for grant applications, documentation of outcomes of care and data for community education. This workshop suggests that survey data of this type can be configured to create instruments that generate relevant surrogate data in a variety of topics including health-related quality of life in persons with HIV/AIDS. A Quality of Life surrogate measure was created from survey data from the 2002 Comprehensive Needs Assessment, conducted in the Houston, Texas metropolitan area. An index was determined and correlated with the SF-20, a standardized measure of health-related quality of life.

Learning Objectives:

• 2. Identify specific tools to develop a quality of life measure from secondary data sources, such as the surveys used in Ryan White CARE Act Needs Assessments;
  4. Practice creating such an instrument from sample survey data;
  6. Construct similar instruments from their locally-derived surveys;
  8. Discuss advantages of this process in comparison to the use of standardized instruments;
  10. Assess how they might use this data in their communities; and
  12. Assess what other potential indices might be derived from this genre of survey data.
