Healthy People 2010 priorities for Pennsylvania - a participatory process

The Pennsylvania Public Health Association (PPHA) conducted a two-year project to identify Healthy People 2010 priorities for Pennsylvania that are based on the views of public health professionals, human service providers and the public. PPHA believes that a wealth of working knowledge, perceptions and wisdom exists about the realities of Pennsylvania’s public health needs, critical issues and priorities. This knowledge resides in the work, deliberations and experiences of public health workers, planners, educators and the public. A convening function was needed to gather the best thinking and information about Pennsylvania’s needs and priorities for future action and resource allocation. PPHA created a participatory process for selecting and discussing Pennsylvania priorities from the twenty-eight focus areas of the Healthy People 2010. PPHA’s purpose was to build on the democratic, participatory policy development model that the Federal government used in the development of the Healthy People 2000 and Healthy People 2010 documents and extend the participatory process into the Pennsylvania public health community. The outcome of this project is a report, Voices from the Field. The result of the discussions was that one issue surfaced as the clear, outstanding priority for those working to improve the public’s health in Pennsylvania: access to quality health care. A second issue was raised less frequently, but which surfaced above the others, was nutrition. This paper will present both the method and the outcome of this participatory priority setting process.
