Effective Performance Bonus Rewarding Program (PBRP) on registration administrative staff in a teaching public hospital in Taiwan

Urban public hospitals have experienced a tremendous growth in the demand for services and improvement of quality of medical care. In order to improve the quality of administrative services and increase the morale of the staff in the hospital. The studying hospital which affiliated with a medical school, is a 1500 hospital wards in Taipei Municipality, adopted a Performance Bonus Rewarding Program (PBRP) to registration counter staff in 2001. The purpose of this paper is to identify the acceptance and its determinants of the staff to the PBRP. A structured questionnaire involved all of the administrative staff in the department of the Patients Registration was used and analyzed. The research findings show that most of the staff accepts the implementation of PBRS and attitude positively and satisfactorily. We found that those staffs who are young and unmarried, with college degree, have the tendency to be more positive in their attitude on PBRP. Those staffs who are recruited by contracting annually tend to be more negative. Those factors that determine their attitude and related will be discussed in the paper. Although the results of the implementation of PBRP is succeed and supportive in this hospital, the plan is still working with and creating the opportunity for the staff to participate in the decision making in the whole process. Finally, we conclude that the communication among the staff to the PBRP is the important factor to succeed and it also plays a vital role of the sustainability of the rewarding program.
