The American Legacy Foundation has named LGBT people as one of six priority populations for heightened awareness of tobacco use, and the Foundation has called for efforts to study, develop, implement, and evaluate programs specifically for LGBT populations. According to Healthy People 2010, the scientific and public health communities have focused considerable attention on women’s smoking, but very little on lesbians and bisexual women’s tobacco use. Although no studies have focused on lesbians’ smoking specifically, data collected for general lesbian health studies suggest that lesbians and bisexual women may smoke up to twice as much as heterosexual women. The Lesbian Community Cancer Project’s Smoking Cessation and Education Project is designed to produce lesbian-specific educational anti-smoking messages, provide targeted educational outreach, and conduct smoking cessation services to reduce tobacco use among lesbians and women who partner with women in the Chicago area. In this presentation we describe the evaluation plan, our assessment of its efficacy, and activities for the community-based cessation project. We will describe in detail the evaluation process, impact theory, implementation theory, performance monitoring, impact evaluation plan, measures, validity issues, and analysis used to determine and report the evaluation findings. These findings may prove useful in determining what preventive measures community-based organizations and agencies should undertake to promote a heightened awareness of lesbians as an at-risk group for tobacco use.
