| This Town Hall Meeting on Universal Health Care will start with three presenters and then be followed by questions, answers, and comments from the floor. Presenters include: (1) Dr. Peter Beilenson, Chair of the Maryland Citizens’ Health Care Initiative and Baltimore City Commissioner of Health, who will describe Maryland’s strategy for building a system for universal coverage; (2) Ellen Shaffer, Director of Research and Policy for Health Works, a project to expand coverage for uninsured workers in San Mateo, California, and a founding Member of APHA’s Working Group on Universal Health Care, who will describe other state and federal efforts to reduce the uninsured population, and efforts of the Working Group to strengthen APHA’s efforts to promote universal coverage; and (3) Donald Light, Professor of Comparative Health Systems at the University of Medicine and Dentistry of New Jersey, who will describe lessons from the Medicare program and other national health insurance approaches that have a bearing on addressing the uninsured population in the US. Approximately 45 minutes will be devoted to questions, answers, and comments from the floor discussing different models for promoting universal coverage at the state or national levels, and addressing how APHA can use its resources to strengthen the movement toward universal coverage. | ||||
| Learning Objectives: 1. What transitional steps or political strategies are needed at the federal or state levels to overcome the barriers in the current health care system to universal health care? 2. Can this be achieved through market-driven mechanisms, means-tested programs like Medicaid or CHIP targeted to different slivers of the uninsured population, or tax credit approaches? 3. What models are being pursued at the federal and state levels, and what constraints do they encounter? 4. What role should APHA play in promoting APHA goals for universal health care recognizing that public health is more than a residual program of safety-net providers serving primarily low income uninsured persons? | ||||
