Challenges from Implementing Brazil's Unified Health System

Brazil has spent the last dozen years implementing its new constitutionally-mandated Unified Health System. Despite a strong enabling law, there have been many difficulties getting the occupational health component established, arising from both political forces and the way the system is funded. The Brazil model illustrates the need for continued political struggle to ensure implementation of a national health insurance system.
