Learning From the Canadian Experience

The national legislation creating Canada's national health plan gave its provinces wide discretion to determine how the core principles would be met. Medical services for work-related injuries and illnesses and broader issues of occupational health were not specifically addressed. Thirty years later, it is instructive to examine the residual problems Canada faces and identify ways to address them during the formative discussions of a national health insurance program in the U.S.
