A July 2000 announcement by the federal DHHS called for states to submit waiver proposals to expand coverage for parents of SCHIP eligible children. A number of states have responded and several proposals have been accepted by DHHS. In parallel, a bi-partisan proposal is under consideration by Congress to launch a three year 28 billion dollar program to expand coverage to uninsured parents of SCHIP eligible children nationwide. In this sesion, the author will review policy implications of both initiatives and discuss potential impact on working uninsured low-income parents, with a particular emphasis on immigrant families.
