The Virginia Abstinence Education Initiative (VAEI) funded six program sites to provide abstinence until marriage education in the Commonwealth for a four year grant funding period. The VAEI sought to do two things in the development of its evaluation plan: 1) ensure adequate funding and staffing to support strong program design and integrity of program implementation and 2) ensure adequate funding to support formative and summative program evaluation. In addition, expectations for a systematic quasi-experimental longitudinal evaluation study were established prior to the dissemination of the RFP for programs. To guide the evaluation process, an Evaluation Consortium comprised of faculty from five public universities in Virginia with expertise in program evaluation and one national expert was established and a subcontract with the Survey and Evaluation Research Laboratory at Virginia Commonwealth University to develop and manage a data reporting system to support evaluation and monitoring activities was established. Results from data analyses (pre-post test and longitudinal) using regression and structural equations modeling will be presented for at least the first two years of the four year study. Third year data analyses results will be presented if available in time.
