During this presentation, the impact of Title V abstinence until marriage program support on school-based health education, school-based sex education and youth development and support programs will be discussed. The context in which Title V was introduced, the nature the programs that are supported through the grants, and the approaches being used to engage communities in rethinking and reshaping local norms and values regarding sexual activity among teens and unmarried individuals will be included. These various efforts will be related to the theoretical and research basis for abstinence education. The author will conclude with a blueprint for adding to the scientific knowledge base on abstinence until marriage programs through the federally funded study of selected Title V programs.
