African Americans and Latino\as represent the largest percentage of increase in newly reported cases of HIV and a disproportionate number of AIDS cases in Pennsylvania. These trends reflect national statistics that show increased proportions of HIV infection and AIDS among people. The modes of transmission most frequently identified among people of color are unprotected heterosexual activity and sharing of syringes with individuals who are infected with HIV. In an effort to reduce the spread of HIV in communities of color and to involve communities in locally tailored prevention programs, "targeted demonstration projects" were established statewide (excluding Philadelphia). These projects, instituted through a state-government, community, and university partnership, employ strategies of community organization. This presentation discusses methods used to: 1) to encourage the participation of community-based organizations not traditionally involved in HIV prevention; 2) foster the development and implementation of innovative scientifically-based and theory-driven approaches to prevention; 3) foster community support for prevention programs; 4) engage community leaders in decision making; and 5) support the implementation of programs that meet the needs of the community.
Learning Objectives: At the close of this presentation, participants will be able to: 1) identify essential elements of community organizing; and 2) assess approaches for organizing community programs that may be applicable to participants' own community contexts.
