The rapid reform of health care systems around the world because of changes in economic and political systems, population growth, or previous failures to meet population needs has relevance for expanding the scope of practice for the doctor of public health. Regardless of the setting or community, the following goals appear relevant for public health practitioners in the 21st century: (1) an expanded knowledge base; (2) clinical, theoretical and practice judgment, (3) policy knowledge; and (4) scholarly inquiry and leadership development. This paper presents the progress in socio-behavioral science persuasive thought towards developing a new metaphor for higher education excellence in both teaching and learning that will be useful for advancing public health practice dimensions into communities of color and diverse cultural population settings. The major areas of currently established public health content knowledge, the uses to which it may be put in the development of new informational channels for quality community focused practice-based teaching and learning, will be highlighted. Emphasis will be on the (1) progressive goals advanced for higher educational reform, (2) essential elements and measurable general attributes of advanced public health practitioners and (3) appropriate expectations and quantifiable outcomes for review of higher education public health programs designed for effective community practice learning. In this light, public health, primary health care and community-based care can experienced a renaissance in this country in the 21st century, especially for urban populations with a higher risk of dis-ease.

Discuss the critical relevance of a new metaphor for higher education excellence in teaching and learning that can be useful for advancing the public health practice dimensions into diverse cultural population settings. 2. Identify four progressive goals for higher educational reform to increase quality in community focused practice-based teaching for public health. 3. Articulate the essential elements and measurable general attributes required to expand the scope of practice for advanced public health practitioners.
