National survey of SSI children and families: Data products

Mathematica will prepare a public use file for use by external researchers. The file, expected to be available in early 2002, will adhere to SSA guidelines for protecting the privacy and confidentiality of respondents. A disclosure analysis will be performed to identify variables that could be used to ascertain identity or other public data sets that might be used in combination with NSCF data to identify respondents. The public use file will include variance estimation parameters. Next, Mathematica will prepare a report that compares NSCF data with other national datasets on children's health and disability. Many questionnaire items for the NSCF were drawn from existing surveys to allow comparisons at the analysis stage. These "donor" surveys include the Survey of Income and Program Participation, the National Health Interview Survey, the National Survey of American Families, and the Survey of Children with Special Health Care Needs. To the extent sample sizes allow, comparisons will be made among the following groups: (1) all families with disabled children, (2) families with disabled children who do not receive SSI benefits, and (3) other low-income families with disabled children. Some of the key statistics Mathematica will compare among the related surveys are: (1) severity of condition and functional limitations, (2) health care utilization rates, (3) labor force status of parents, (4) service utilization and unmet need for services, (5) impact on the family and incidence of family stress, and (6) household income and program participation.
