Developing outcome and performance measurement programs has become the holy grail of service delivery in today’s managed care environment. This task is hard enough when only mental health services are considered. Yet in response to both market and funding pressures,integrated services, where psychiatric and primary physical care are provided in one locale, are increasingly being seen as the wave of the future. This presentation will discuss the use of a staged progression model to conceptualize integrated services, and to develop an outcome measurement program for these integrated services. Psychiatric and physical health care have traditionally been treated as separate and distinct by insurers, educators, and providers, and have had distinctly different structure, process, and thus outcome measures. Building on the presenters clinical experience, a practical process for developing outcome measures will be explored that starts with a parallel stage of integration, followed by an overlapping stage, and concluding with a synthesized stage. The presentation will provide participants with an understanding of how outcome measurement should be matched to the stage of integration, and examples of possible measurement strategies will be described. Specific structural, clinical, and professional processes that can provide a categorical framework for outcome measurement will be described, with emphasis on the economic and philosophical factors that need to be addressed as the staged progression model is implemented.
