INTRODUCTION. Project 2000 (1996-current) is a collaborative effort of the Government of Peru and USAID to improve maternal and peri-natal health in 12 Departmental Health Bureaus and 89 hospitals and health centers of Peru. These 89 facilities receive more than 70% of births in the 12 Departments (of Peru’s 24) where they are located. Essential to Project 2000’s approach is the achievement of quality of care through self-diagnosis, self-supervision and external technical support. STRATEGY. CARE Peru, a community-experienced NGO, is currently providing technical assistance to the IEC and community participation (IEC/CP) components of Project 2000 within its quality of care approach. The IEC/CP component is aimed to improve the quality of provider-client interactions through: (a) the community-based identification and follow-up of pregnant women, (b) the development of capacities of health personnel on counseling, group education and use of mass media, (c) the development of a team approach to address IEC/CP issues within the health facility and with the Departmental Health Bureau and (d) the development of collaborative efforts with community-based organizations and local institutions. Approximately 550 government health workers participate in training opportunities, on-site visits, on-line support and publications. RESULTS. In Project 2000 areas have occurred a decrease of maternal deaths by 25%, an increase of knowledge of danger signs by 50%, an increase of prenatal care by 50% and an increase of institutional births by 25%. APPLICATION. During the presentation, CARE Peru will share its lessons learned of providing technical assistance to government health workers on IEC/CP issues.
Learning Objectives: The purpose of this presentation is to provide the experience and lessons learned by a community-experienced NGO in the technical support to government health facilities and decision-makers on IEC and community participation within a comprehensive effort to enhance the quality of care of government health facilities.
