The Santa Clara County Public Health Department has developed an evaluation framework to assess department-wide performance. The impetus for creating an evaluation framework included a Performance Based Budget mandate, participation in cross-systems evaluation efforts, and the lack of consistent and standard indicators and data collection processes across over 30 programs and services. An evaluation workgroup comprised of representatives from across the Department was convened to provide input into the development of the framework.
A three phased approach was employed. In phase I, assessment, an in-depth literature and best practice review was conducted. This information was analyzed in conjunction with a review of department mission, guiding values, program goals, objectives, and current evaluation plans. The second phase, planning, focused on the synthesis of information to identify the strengths and weaknesses of the Department with respect to the 10 Essential Public Health Services. A three-tiered model was created that provides the department with a comprehensive overview of performance. The first tier consists of high-level performance domains that reflect the Department’s performance as a whole: quality, effectiveness, efficiency and accessibility. The second tier reflects performance towards the 10 Essential Services. The third tier reflects performance towards meeting the Healthy People 2010 goals and objectives at the program specific level. The final phase, implementation, is focused on applying the framework to align all programs and services to the model. Included in this phase, is staff training in implementing the evaluation framework at the program level.
