The Minnesota State Legislature created the TANF PHN Home Visiting Program in May of 2000 with an implementation date of July 1,2000. Seven million dollars was made available for three years to all 87 county health boards for home visiting services. Families eligible for the program include families with incomes at or below 200 percent of poverty with a minor child or pregnant woman, families currently enrolled on the federally funded Minnesota Family Investment Program, or minor parent(s) and their children. Funding is from the federal TANF (Temporary Assistance to Needy Families) block grant. One of the responsibilities of the Minnesota Department of Health, as stated in statutory language, is to evaluate the effectiveness of the home visiting programs taking into account broad goals such as appropriate child growth and development and access to health care, lower rates of unintentional injury, and access to health care. In addition, economic self sufficiency was included as part of the statewide evaluation. During this session the process used for developing a statewide outcome based evaluation plan will be reviewed. The importance of involvement of urban, rural, state, and local public health staff and human services staff will be discussed.
