Community Access Program seeks to expand health care access to the uninsured through increasing the effectiveness and capacity of the nation’s health care safety net at the community level. This program gives local communities the opportunity to integrate providers who treat the uninsured into networks that render a comprehensive range of services to uninsured people so as to ensure improved access and quality of care.
Funding is used to support infrastructure development for a variety of community -based activities to improve access to all levels of care for the uninsured and underinsured. Grantees also receive funds to develop the financial information and telecommunication systems necessary to monitor and manage patient care. Funds can also support other activities such as the coordination of services and the enhancement of patient referral systems. In FY 2000, the first grant cycle, HRSA funded 23 CAP communities and consortia in urban and rural areas, including one tribal program.
The Community Access Program staff will report on the activities and outcomes of the first-year CAP grantees. The session will include an overview of successes from grantees to illustrate how communities are working together to create and sustain integrated systems of health care. Summaries of grantee projects will be available as will preliminary findings from the evaluation activities of the first year grantees.
