SmokeLess States: A new focus on tobacco control policy

The Robert Wood Johnson Foundation has authorized the SmokeLess States National Program Office to conduct a new national tobacco policy initiative. This goal of this new initiative is to enact state-based, tobacco control policies that focus on the following areas: 1) Clean Indoor Air – to increase the number of smoke-free environments, i.e., restaurants and workplaces; 2) Tobacco Excise Taxes – to increase state tobacco excise taxes to reduce youth access and decrease tobacco consumption and 3) Cessation Reimbursement – to make smoking cessation resources more available through health insurance and managed care companies. Under this competitive grant program, the Foundation made available up to $44 million. Applicants submitted proposals for grants of up to three years in duration. The size of these implementation grant awards varied from $500,000 to $1.5 million according to the scope, complexity and potential impact of the project. In addition, capacity-building proposals were accepted for grants of up to $200,000 and 12 months’ duration. All 50 states and the District of Columbia were eligible. Grant awardees are also eligible to compete during the timeframe of the project for an additional $8 million from a Special Opportunities Fund. Recipients of new SmokeLess States tobacco policy initiative grants, their objectives and strategies will be discussed.
