Topic description: Needs assessment, a requirement for HIV/AIDS services under the Ryan White CARE Act, helps programs target resources to the greatest needs. Because the CARE Act serves low income and under-served populations living with HIV (PLWH), HRSA's HIV/AIDS Bureau (HAB) emphasizes needs assessment to identify unmet needs of PLWH not in care or inconsistently accessing care (e.g., substance abusers, minority populations). HAB consulted with CARE Act grantees in 2000 and developed technical assistance (TA) resources during 2001, including TA on identifying unmet needs. This workshop will present TA resources, which can be used in HIV/AIDS planning and other health programs targeting under-served populations.
Issues: Two unmet needs assessment methods will be presented: (1) a HRSA/CDC-developed epidemiologic approach to defining persons in/out of care, with particular use in areas without HIV reporting; (2) targeted methods (i.e., survey-based, multiple data set comparisons, unique client identifiers, assessment of target population needs).
Learning objectives: To (1) understand how to use the CDC/HRSA HIV/AIDS epidemiologic model in needs assessment; (2) learn about four multiple data methods used to identify needs of those persons not in care (e.g., co-morbidity data, population surveys, data matching); and (3) understand TA resources available on HIV/AIDS and health needs assessment.
Strategies, methods, models, examples: Methods to present didactically include a step-by-step epidemiologic model on estimating persons in/out of care and methods for identifying unmet need, as developed with state/local CARE Act grantees. Attendees, particularly CARE Act programs, will discuss their practical experiences in conducting needs assessment and receiving TA.
