Abstract: The Chicago Department of Public Health (CDPH), as Ryan White Title I grantee for the Chicago Eligible Metropolitan Area, has overseen the allocating of Congressional Black Caucus (CBC) monies made available during FY2000 to increase services targeting persons of color impacted by HIV/AIDS in the Chicago metropolitan area. Through the staffing of the local Title I planning council, CDPH coordinated the community-driven needs assessment and priority setting process for the CBC monies awarded to the Chicago EMA. In response to HRSA's new outcome evaluation requirements attached to CBC grants, CDPH partnered with its Title I evaluation consultants at the Midwest AIDS Training and Education Center (MATEC) to coordinate the development of community-defined measures to be used in evaluating outcomes for clients utilizing alternative/complementary therapies, case management, food, housing, legal, mental health, primary care, and substance use services funded through the CBC. This presentation will describe (1) the planning process for allocating CBC resources, (2) the community-driven process for defining service outcomes for eight CBC-funded service categories, (3) the data collection and reporting process for CBC-funded service outcomes, and (4) a preliminary analysis of the service outcomes for persons accessing CBC-funded HIV/AIDS services at ten service sites.
Learning Objectives: Objectives: At the conclusion of the presentation, participants will be able to: (1) describe a community-driven planning process for allocating resources awarded through the Congressional Black Caucus' Minority AIDS Initiative (CBC) for HIV/AIDS services; (2) describe a community-driven process for defining reasonable and measurable client/patient outcomes for eight CBC-funded service categories; (3) develop a outcome data collection and reporting process for eight CBC-funded service categories; and (4) discuss preliminary results of this outcome data collection effort.
