Moving from disparity to parity; Measuring Healthy People 2010's 2nd goal

Healthy People 2010 has as its second goal the elimination of health disparities among U.S. population subgroups. This goal is more ambitious than Healthy People 2000's goal of reducing the disparity, and is intended to promote parity in health status for all people in our country. As a result of this goal, monitoring the status of population based objectives includes data for the population subgroups: race/ethnic, gender, income level, education level, and others as appropriate. This session will discuss the measurement of disparity in the context of eliminating inequity as the progress of subpopulations is assessed regarding year 2010 targets. In doing this, the difference between the concept of disparity and its measurement in Healthy People 2010 and Healthy People 2000 will be articulated. The characteristics of a disparity measure statistic will be assessed and their significance in shaping its utility evaluated. The application of disparity measurement to efforts at the state and local level will also be described.
