Leading Health Indicators: The framework for a Healthy People report card

A major challenge throughout the history of Healthy People has been to balance a large, comprehensive set of health objectives with a smaller set of health priorities.

For the first time, a set of 10 Leading Health Indicators (LHIs) has been identified for Healthy People 2010. Each of the LHIs, have one or more measures from the 467 Healthy People 2010 objectives. These 22 measures highlight major health priorities for the Nation and include individual behaviors, physical and social environmental factors, and health system issues that affect the health of individuals and communities. As such, this small set of measures can provide a snapshot of the health of the Nation - like a report card, and can be used to track progress in Healthy People 2010.

This paper provides an overview of the Healthy People 2010 LHIs as well as the data and data issues related to the tracking of this set of indicators. Also introduced are some of the specific challenges that were addressed in the development of the LHIs especially concerning tracking the measures at the State and local levels.
