This panels analyzes whether particular laws protecting patient rights that emerged from the patient rights movement can or should survice current changes in health care financing and delivery. Should laws that protect patient rights to informed consent or privacy be replaced with contractual obligations? Do laws that protect patient choice have any role in a consumer-oriented health care system that seeks efficiency? If so, how would they be enforced? Panelists will discuss how the federal and state patient bills of rights do and do not address the needs of today's patients and consumers |
