Unlike HP2000, injury objectives in HP2010 are for the most part consolidated into one chapter entitled Injury/violence Prevention with subsections for injury prevention, unintentional injury prevention and violence and abuse prevention. In the development of objectives, several measurement issues were considered: 1) what measures were currently available; 2) some measures were not accurately reflecting what “should be” measured; 3) some measures would have to be developed before the decade ended; and 4) some objectives could be measured by more than one data source. Issues that will need to be considered as the decade progresses: 1) shift from ICD-9 to ICD-10 and from ICD-9 CM to ICD-10 CM (affects all chapters); 2) proposed development of a new classification, the ICECI, for morbidity and mortality; 3) changing definitions, for example of head injury and of violence against women; 4) changing measurement instruments, for example the NHIS (affects others chapters as well); and 4) tracking injury-related objectives that are not in the injury chapter (i.e., suicide, substance abuse, emergency medical services).
