Five years of program efforts have assisted the Bolivian MOH to build RH training capacity through strengthening the nine regional inservice training centers. Development of clinical trainers (nurse-physician teams) and strengthening of clinical training sites ensured appropriate training, all supported by the dissemination of the national reproductive health service delivery guidelines. Updated FP services including IUD insertion along with updated infection prevention (IP) practices, were taughtin a context of respectful and humane treatment of clients. Interest in the institutionalization of the inservice training system and the effectiveness of the FP/RH training provided over the past 5 years stimulated the evaluation. A mixed-method design assessed provider performance. A random sample was drawn among the 3000 providers trained. Each provider was then matched at the service site with a control provider, and work performance was observed. The focus of the evaluation was FP/RH services - method provision for pills, condoms, and IUD and the related counseling and infection prevention. Provider knowledge was assessed, and skills observed in each of the FP/RH areas, supported by information on training/work experiences. Document reviews supported by key-informant and in-depth interviews provided information for determining the institutionalization of the inservice training system. Results are expected to confirm anecdotal evidence that competency-based training has been institutionalized not only within the national Ministry of Health system but also at the regional level. The effect of the training on provider performance - provision of IUDs, pills, condoms, counseling, and IP - will also be presented.
