This paper considers the setting and conditions of the PROSALUD experience to elicit the conditions, those that are necessary but not sufficient and those that are a “must,” for replication of the PROSALUD model. Prerequisite factors may include community participation; close cooperation with public-sector institutions; accurate estimates of demand and associated income and expenses; appropriate pricing strategies and risk sharing, including prepayment and fee for services; marketing and advertising techniques; incentive systems for providers and employers; and proper financial and management systems.
