During post ICPD period significant changes in the Indian Family Welfare Program are taking place. Method specific target has been withdrawn since April 1,1996. Integrated Reproductive and Child Health (RCH) program was launched on September 1997. The philosophy of RCH program is to provide good quality reproductive health services, which are client–centered and demand driven. Decentralized district level planning based on need assessment survey has been suggested as the main vehicle for bringing the desired changes the program. How far these changes have made difference in access, quality and performance of family planning and reproductive health services in India? To answer this question, as case study, program performance of Uttar Pradesh,a state with 142 million population has been analyzed. The study is based on two data set . One, detailed survey of 15 districts conducted during 1995-96 with the technical support of Population Council. Second, a World Bank supported RCH survey, which again covered all these districts in 1998-99. Comparison of these two survey results provides good insight of the changes in performance and impact of the policy changes The study compares 12 performance indicators related with pre and post natal care, immunization of children, quality of service and use of contraception including method mix .The study show some positive changes in performances, particularly in the area of MCH care.
